PROUNI: as estratégias do gestor das IES privadas frente ao desafio.

Abstract

In a moment in that the right the education earns new spaces and opens news areas, on account of the big transformations by the which passed the contemporary world, is important have the knowledge of that, in the past, signified prominent paces in the sense of the guarantee of a better future for everybody. The right to the education is one of those matters that will not lose its present time. The action of the government in this area itself guide for the objectives of universalização of the fundamental education; expansion of the secondary education, professional and upper; promotion of the equity between the regions; and elevation of the standards of quality in all of the levels of education. Aiming at that end, in what concerne to the higher education, promotes programs of student financing and purse of education, in federal scope, being they: the Bottom of Financing to the Student of the higher education (you GIVE CREDIT) and the Program University for Everybody (ProUni) and Affirmative Actions. Faced with the displayed one, the problem of research that is presented concentrates-itself in the paper and in the action of the agents of the Institutions of higher education in Brazil facing the political public of enclosure in the higher education - ProUni. . The general objective of the research is going to analyze the strategies of management facing the political public one - ProUni that aims at to the expansion and guarantee of the right to the upper education within the reach of everybody. Specifically it intends: analyze of specific form the expansion of the politics and the access to the higher education, as well like his consequences, in the last 20 years as object of enclosure; identify the paper and stand out the importance of the action of the agents of the Institutions of higher education facing the challenges presented by the public politics of enclosure; and examine the strategies of management of the IES in the search of the permanence of the student that enter road ProUni Up to conclusion of the graduation. The impact of those public politics of enclosure that are fixed, while offers and demand, is going to solidify the constitutional guarantee of that the education is right of everybody, as well like the respect to the beginning of the dignity of the human person while pike of our charter.
