A política de formação técnico-profissional da Fundação ITESP para assentados da reforma agrária

Abstract

This dissertation is about the technical-professional training implemented by Foundation Land Institute of São Paulo state “José Gomes da Silva” – ITESP to beneficiaries of agrarian reform, is linked to the Postgraduate Program in Education of the University of the West Paulista, in the line of Research "Public Policies in Education, Educational Practices and Diversity". Through signed agreements to Paula Souza Center and cities in São Paulo state. Sought to identify and analyze the political, ideological and pedagogic presuppositions explicit and underlying technical vocational training proposed by ITESP Foundation. Such research is justified because there are no past studies that have investigated the political, ideological and pedagogical presuppositions in the technical-professional training implemented by ITESP Foundation to beneficiaries of agrarian reform, as well as the possible influence of business ideology in the agreements in question. In addition, the importance of the study stems from the radius of extension that the formative action of the ITESP Foundation offers, therefore, despite the fact that Foundation being responsible for agrarian and land policies throughout São Paulo state and that there are rural settlements in several of its regions, it was verified that such agreements are only celebrated in the region of Pontal do Paranapanema, located in the extreme southwest of the state of São Paulo and marked by conflict of lands. Bibliographic and documentary research was adopted, and the theoretical-methodological framework is anchored in the perspective of historical-dialectical materialism. The documents analyzed consisted of the four agreements signed by the ITESP Foundation for the provision of vocational courses to settlers in the state of São Paulo, with the Paula Souza Center and the respective municipalities as partners: Euclides da Cunha Paulista, Mirante do Paranapanema, Teodoro Sampaio and Rosana. The results show contradictions in the conjuncture of the mentioned formative action, because although the agreements deal with the implementation of technical-professional training proposal by the public power to beneficiaries of the agrarian reform, in fact, are surrounded by an entrepreneurial ideology, with the purpose of preparing the workforce for the big agribusiness enterprises and reproducing the class system.
